With apps, pictures, music ... would a 16GB iPhone fill up quickly?

Yes. I'm currently using (part-time) a 5S with 16 GB... If you do make use of its good camera AND want music it's full in no time and you'll find yourself spending a lot of time syncing and backing up etc... And I'm not even using the slo-mo cam mich - which creates huge files!

Short answer: Yes.

Long answer: If you want lots of media on an iPhone, your best bet is to fork out for the extraordinarily expensive 64GB model; you're talking over £700 oO!! My advice, should you want it; don't buy an iPhone if you want lots of storage space, it's just too damn expensive. Your best bet would be something like a Galaxy S4 which can take MicroSD card up to 128GB. You're looking at sub-£400 for the 16GB phone and a 128GB card.
