There are quite a few (many recent Nokia mid-rangers have 5 MP shooter, there are Samsungs too, etc etc).

The thing is: many of them suck! The '5 MP' label is not a guarantee for good photos! Many of those 5MP cam phones have no auto-focus, no flash. They sometimes lack RAM and processing power resulting in massive delay when 'clicking'...taking forever to save a photo etc etc...
Do proper research when deciding on a camphone.
And if you're on a budget but really NEED a good cam, maybe you should go for a 2nd hand shooter? You can still get 'like new/mint' used Nokia N95's or Samsung Pixons...
Examples of current phones with 5 MP cameras in your range:
Sony Ericsson X10 Mini, Nokia X3-02, Nokia C3-01, ...
