Are Android apps/games tied to your account?

If I put my Micro SD card in a different Android phone, would the games work?

Yes, most apps require purchase validation.
No, all Android applications require installation on the phone you planning to use them.

You have two options to install them - from Market and SD card.
From Market you simply log in with your UserName and all apps can be downloaded.
From SD card you need original installation package (APK). Some apps verify your Google wallet for a purchase and will not work until you log in into marker with username used to purchase an app. There is no validation for free apps. Above only applies to paid ones.

Amazon apps will not work until you log in with Amazon app store into account that was used to purchase an app.

I don't know how many phones you are allowed to have linked to single market account.
