How do "custom ROMs" work on Android?
Is it one per phone, or are there builds that work on several/all Android phones???
I'm really new to Android, sorry! And thanks!

Some are very very device model specific... i.e. you need the right region variety of phone etc...
Others are a bit more 'general'. But they are usually specific to your model of phone as they need to suite the combination of hardware elements - screen, processor etc etc...
So, chasing down a custom ROM always make sure YOUR phone is suitable. If you're not 100% sure about any element in the descriptions or 'how-to', do not flash it. If there is a support thread (as there are on XDA, e.g.) , ask and give your exact model number etc...
