Rooted? Pretty much, yes. Though some models are harder to crack.
Custom ROMs? Probably not. It's not worth any modder's time to make custom ROM for a device that sold close to never... Those ROMs are free, and they take a lot of work. If you don't get money, you want at least some 'fame' and the odd donation.

On a rooted Android phone you can 'freeze' and/or uninstall bloat apps...stuff that comes with the phone but you don't like or don't want to use it. Thereby, you can free up valuable resources, RAM, bandwidth etc. For example: look at the many pre-installed 'social networking' sharing apps - Facebook, Picasa, etc etc... Those services always lurk in the background. Also pre-installed games etc...

You can also make full use of Back-up programs like Titanium and so on.
