It's not an OS-specific 'technology'. Layar is available in the Android Market among others. http://www.layar.com/
AR is not an Apple or Android or Nokia invention. It doesn't even rely on computer chips. It really is more of a 'concept' that has been applied for decades using all sorts of technology in all kinds of environment.
