Does the App Store tell you if you try to gift an app that someone already has?
So if I attempt to gift App A to Person Z, but Person Z already has App A.

Nope.
Note also that Gifts are non-refundable, so if they already have it, you lose out.

Thanks, mrew. I had the feeling that is how it goes.
I'm pretty sure it could be against T&Cs and privacy regs to let you know what somebody else bought in this indirect manner.
If in doubt, email the giftee a link to the app; let them know how great the app is, and how you'd like to gift it to them... Communicate. It's what phones were made for.
