Does it make much difference having lots of apps running in the background? I mean, does it have a negative impact on performance? Is it a good idea to regularly close apps you aren't using?

Generally speaking: yes. The word "run" provides a useful hint. I can't run without air and energy. Same goes for the apps on your phone - they use RAM, processing power, battery juice for GatoRade etc etc... How bad it gets depends on the OS, the phone (how much RAM, processor etc etc...). webOS, Maemo/MeeGo, Symbian,e.g., are a LOT less power-hungry than Android and iOS.
You will notice when things get too much, when taskswitching takes too long, when scrolling becomes jittery, when video slows down, when it takes a minute to open the gallery...
If in doubt, close what you don't use.
