Why is the BlackBerry Q10 delayed?

Not so much a question as a rant!
But how can the BlackBerry Q10 be so far behind the BlackBerry Z10?
RIM didn't release much last year, so what have they been doing this whole time?!
Goal #1 for me (on top of refining BlackBerry 10) would've been to get both phones out at launch! In all major territories!

I reckon it could have something to do with networks sitting on a million overpriced Bold 9900!
RIM had to seriously suck up to the carriers - launching an improved "9900" while there are unsold ones around at full price? Nah... ;)
Same with Nokia's 'delayed' 820 and 920 stock - I bet the delays coincide exactly with the discount campaigns for the 900 and 800.

Not actually seen the 900 on discount, mind you not really looked either..

Anyway if they wait for the networks to sell those 9900's they could be waiting an age..
