Why do Blackberry tariffs need an extra bolt-on?

Why do you always need to buy an extra Blackberry bolt-on?

All Blackberry Internet services (IM, email and web browser) are routed through Blackberries own servers. That way they are a) more secure, and b ) you use a lot less data because BB use a proprietary data compression tech (also means you can use browser, IM and email on a slow 2G signal). So, in theory you can buy a sim for just texts and calls, and BB do the rest.
