Is there a piece of software that lets you open an iTunes backup file and see individual files like photos?

91 Panda's Moborobo (Win/PC only) lets you do all kinds of things with iOS devices (and Android phones, too).
iExplorer can also explore iPhone and iPad iTunes backups. You can then export files to other folders on your PC. iExplorer is available for Windows and Mac OS, and you do not need jailbreakfor either of the two - though, jailbreak devices have added functions within those two apps.
NB: do not expect to open those backups and just find stuff easily. Files are named very oddly within iTunes backups and on iDevices. But you'll figure it out.
