I’m really into taking pics on my phone. Does the iPhone 4 or Nokia N8 have a better camera? I know it’s not necessarily about megapixels.

No contest: the Nokia N8 has currently the best phone cam on the market.
Having said that: the iPhone 4 has a shooter that is pure joy in terms of usability - not to mention the many add-on applications available.
So, if you're after a fun cam to take quick snapshots, and impress your FB and Twitter mates, the iPhone 4 does the job. If, however you rely on photos you can print properly, and leaving your real camera at home would be a disaster, than the Nokia N8 is a good plan B. It takes decent 12 MP photos and saves them with hardly any delay.
You can just Google 'N8 review' - a lot of disagreement about the phone as a whole, but almost complete consensus about its status as top-shooter

The iphone 4 is easy to use, but I find the pictures are quite fuzzy when you have an unsteady hand using it. And when I viewed some on the computer, they weren't great at all.
