Cap spending on Android/Google Play

Assuming Santa brings my son an Android phone (like the Moto G), can I set up a spending cap in the Google Play app store?

Easiest way is don't register a card and use some gift cards to put credit on his account?

I may be wrong, but I don't think you can 'cap' spending. But you can block it with a password and he'll have to ask you before he can buy an app.
Be reasonable with him... if he is keen on an app, he will soon figure out how to sideload apps that he downloaded from god-knows-where with god-knows-what sort of evil malware...
That is something you need to be aware of...
