May I suggest just blocking his/her number? Might be easier than getting a new one. My view is, why should you go to the hassle of getting a new phone number, when they're the one doing something wrong?
To actually answer your question, I think if you tell O2 you're being harassed they should change your number for free. Ring their customer service department and tell them what's going on, I'm sure they'll be able to give you a better answer than we can .

If they wont do it for free then get a free prepay sim from any other network e.g. Tesco Mobile and ask for a PAC. That number will then replace your existing number and won't cost you anything.
