Cheapest option for data and tethering in Europe?

I'm with Three and I'm travelling to a non-Feel At Home country.
The Euro Internet Pass is £5 per day! Unlimited right enough, but... £5!
Is there a cheaper way? Could I buy a data only sim somewhere?

Yes, you can buy data SIM locally in the country you are going to. Make sure you have passport on you - sometimes they ask for it.

I'm not aware O2 or Vodafone offering roaming addons, if you are not on monthly contract.
