On a mobile phone processor, what is clock speed a measure of? My understanding is: two processors with the same clock speed - one can be faster than the other?

It's a measure of hertz, or the "movements" per second the processor can make. Yes, we're well past the days where more hertz = a faster processor. In the same way we're well past the days where a bigger engine = more power (Ford's new 3 cylinder 1 litre petrol engine in the Fiesta makes more power than their old 4 cylinder 1.6, for example).
