Can I connect my netbook to the internet via an HTC Desire?

If I get an Android phone, probably an HTC Desire, can I use it as a Wi-Fi hotspot?

Yes you can - via the USB cable or by WiFi (though that's a battery killer).
Note though - it may depend on your network. Some networks/data add-ons are not allowing you tethering. Check instore or read the T&C's before you sign up to something you may regret later. Technically, yes, the Htc Desire allows tethering.

I was thinking of using Vodafone, would it work?

Vodafone, I believe (I'm in Ireland) use 2 different internet access points - one is the live!-AP that runs through Vodafone's mobile proxy. The other one is the full internet AP, like the one used on broadband dongles. Ususally the live!-AP is not suitable for tethering. So, when you buy an internet add-on, make sure to ask if you will be able to tether a laptop. And what the costs are.
