Do you need to be out of contract to get your PAC code? I've got 60 days left with O2 but I want to change network.

No, just ask for it when you give your notice for leaving (more than 30 days before the end of the contract). Make sure to ask about any "early PAC" fees or "early termination" fees. And make sure you enquire about your final month's allowance as its usually pro-rata and they all try and charge you money wherever they can.

It's better to wait for contract to run out before using PAC. You might still be charged full price for each remaining month that you have left on your contact. Every network is different, but they are within contract agreement and allowed to do so.
At least wait and use PAC when you are in your last month.

If the contract runs out before you use the PAC, they just charge you for another month and the PAC is only valid for 28 days so if you give your 30 days notice saying you want to leave, you can't wait for your contract to end!
In the past, they would convert a contract line into a paygo line and that made porting without additional costs very easy but that's not the case now.
The only way to avoid extra charges is to ask for the line to be terminated!
