What is CyanogenMod? Is it really just a UI on the same level as TouchWiz and Sense, or is there more to it?

No. CyanogenMod is not a UI skin like Touchwiz. Pretty much the opposite: a ROM or stripped/streamlined version of the Android Operating System that is as close to vanilla Android as possible. As little bloat as possible.

It is developed as free and open source software based on the official releases of Android by Google, with added original and third-party code.
