Within our IT dept. I have removed a sim from many a (switched on) phone, tablet and laptop (i.e. with a sim card slot) and there has been no damage/fault/issue with either the sim or the device.

No. But possibly the SIM card - or so I have been told on a number of occasions.

I recently removed the sim from a Lumia 1520 that wasn't powered off.
When I reinserted it, I had to reboot twice to get the phone to accept it.
That is the only time I had 'issues'.
