Why are data and tethering classed as two different things? Isn't a MB of data just a MB of data?

Yes. It's completely arbitrary.
ButHERE: the mobile networks oversell data. Loads and loads of people have data add-ons and inclusives that they never ever use.
Now, if people started to use that data stuff to tether, the apocalypse would come about in no time.
