What's the definition of a so-called "phablet"?

What makes a smartphone a smartphone and a phablet a phablet? Is it purely down to display size?

When the term first came around most of the large phones were 4-4.5" and Tablets we're usually 7" and 10" roughly, so phones like the Galaxy Note at 5.2" were somewhere in between. It's kind of a nonsense term especially now as people become more comfortable with increasing smartphone size.
