strictly speaking, the two are Operating system for phones. Neither Android nor Windows make phones. Hardware companies such as HTC, Samsung etc make phones using the Android or Windows OS (among many OS's.
Android was developed by Google while Microsoft is to blame for Windows Phone.
The differnces? OMG...where to start?
We could fill wikipedia and crash the servers...
Let me turn it around: why are you asking?
If you are planning to buy a phone, tell us what you would like to do with it, and we can focus on those points and the differnt ways how the 2 OS's can serve your needs or not.

I am looking to get my mom a phone. She is indecisive between a Windows and Android. She wants to something that she can easily use and get used to. She wants to be able to sync all of her email accounts and wants to have a "fun" phone. Which one would be better for her?? She is not too "high tech" but wants to feel like she is.

windows phone then for sure, it works very easily with very little messing around, calls, emails contacts all in big tiles on the home screen. theres still plenty of decent apps to download if she wishes
