Does going to Dublin/Republic of Ireland count as roaming?

Does going to Dublin/Republic of Ireland with a UK mobile count as roaming?

What network?

Yes. It's always roaming, but it's free with Three (as long as you stay on Three Ireland and don't roam onto another Irish network).

Ireland is a foreign nation, it has been since the early 1920s (nearly 100 years now). You're roaming in exactly the same way as you would be in France, Germany or any other European nation. Northern Ireland is a different matter, but "southern" Ireland is a totally separate country; independent from ours.
