Is the Exynos 5 Octa faster than the Qualcomm Snapdragon 800?

No.
Exynos 5 Octa 5410 is slightly faster than Snapdragon 600 at expense of power consumption.

Well, we'll have to wait and see when phones come out running them.

But so far benchmarks show the Snapdragon coming out on top.

However, it's not quite that simple, best to compare overall performance in a phone but I think the S800 is superior

The Note 3 will use the 5420 and 800 chips, that test is comparing the slower 5410 (used in the Exynos S4s) to the 800, as far as I can tell. As of yet there haven't been any devices which have used the 5420, so it's impossible to tell how fast it really is.

Honestly though, both are so fast that it really doesn't matter which one your new device has. The same is still true for the 5410 and the 600, to be honest (though the 5410 is the outright faster chip).
