Does Find My iPhone work even when the iPhone is switched off?

No, Find my iPhone does not work when the device is powered off or out of battery juice.
Find My iPhone needs to send GPS data, WiFi and/or network info to the cloud for the feature to work. Apple cannot remotely turn on your iPhone. The NSA can...sometimes, but not always (tinfoil off... phew...).
When your iPhone is running out of battery power, Find My iPhone will show the last known
location in the past 24 hours.
There is the reason I do not use it. WiFi and Location on all the time? LOL See how long the battery would last with my kind of usage? Still... that's just me. The feature and similar ones on other OSs have saved many people's butts.
