If a phone is lost/stolen and blocked, can the person who finds it still use it at all?

Yes, but not as a phone. :/
Once the IMEI is blocked not carrier will allow it to connect to their network.
If it's a smartphone then it could still be used to surf the web with WIFI, check your email etc but not to make calls or use 3G etc.

But it IS very important to block the phone ASAP! Many phones can be hacked to change the IMEI ;)

IMEI can be changed on some phones. It's is illegal, but not enforced. Important things is to make sure you do not have two identical IMEIs on the network at the same time. If you will be changing it use one from old phone and destroy it.

If phone is blocked in EU it will not be blocked anywhere else.

Have you tried Googling for this?

There is an app that allows you to do it on iPhone. I don't remember what's it called.

US carriers (namely AT&T) require you to buy data plan if you have smart phone, regardless if you use data or not. Some people have iPhones, but not interested in using data and do not want to pay for it. The trick is to change IMEI which would identify you as using non-iPhone.

No, Brian, you cannot. SIM registration won't work when the phone's IMEI is
blocked. Maybe Rupert Murdoch has a workaround, though?

@JanSt: There is a workaround the SIM registration, it's called Subscriber Artificial Module (SAM)- This will allow you to do official activation on an iPhone without a stock SIM. You can also change the iPhone' IMEI with ZiPhone, it's on their official website.

I think both require prior jailbreaking. Not really a problem unless you accidentally upgrade your phone.

Hi I brought a iPhone 4 on ee network for gumtree it worked fine for 2weeks an now I can't call from it I can't receive calls but I can send iMessage I can't go online on my 3G I had taken it to a fone shop an they have told me its barred but reading the comments on here I'm in to minds I don't no what's going on wiv it?? Can anyone help me please

It's not 'barred' or blocked. I assume it is merely sim-locked to EE. If not sim-locked, you need to connect it to iTunes to see if it updates the carrier settings. If you jailbreak, you can edit the network settings manually. But I guess you better first figure out what's wrong with it, before you consider jailbreak.
Also: can't you get an EE sim to try if the phone works with GSM/3G etc?

Not sure why you think that Jan, why would it work for two weeks if it was network locked, sounds like the Gumtree seller has declared it stolen to me.

(***to get your IMEI dial *#06# on your phone's dialler)

Well you said you couldn't go online with 3g?
If you haven't done anything significant to the phone it's hard to see what else could cause the problems, does it work with any other sims? Are you saying imessage is letting you send sms or is connecting to 2g to send?

i cant check it for a sec because my phone is stuck on dfu mode an cant not get it out of this mode i wont turn on or do anything? oh sorry i was meant to say it can go online with the 3g im sorry i didnt read b4 i sent it
