When mobile specs say "flash memory", is that the same as RAM?

No. Flash is storage, RAM is memory. A common bugbear of mine is people using the word 'memory' to describe storage when the two are completely different things.
NAND Flash is being commonly used in mobile devices to replace the old mechanical hard drives and in some cases removable Solid State Drives. Advantages are that it saves on space, in some cases up to 90%, over a hard drive or SSD, plus increased performance due to being mounted directly on the logic board.
