GiffGaff do not allow tethering, it's against their Terms And Conditions, but this is from my older post: "..they do send you a warning if you go over 20GB usage, which is fair enough..there was a recent thread on there about it. 20GB in a month seems a crazy amount for mobile internet." http://community.giffgaff.com/t5/Help-Ask-the-community-got-stuck/20GB-Limit/m-p/857539/highlight/true#M302096

This was discussed before. GiffGaff will get in touch with you and tick you off if you're using ludicrous amounts of data.

But unofficially, you *can* tether with GiffGaff. I've used it for say, 10 minutes at a time, when my landline provider's internet has dipped and I've been fine.
