Good tariff for a low user?

I'm looking for a SIM to pop in a feature phone for my dad. I expect he'll send maybe one text every two months :p So just looking for something that'll stay active without costing much. An emergency SIM, if you will!

Tesco pay as you go sim. Top up and just send a text or call every 6 months and it stays active. Make sure the internet is turned off on the phone to avoid data charges.

That internet turning off part is key.
I'd think about an orange sim as you can top up with tiny amounts, not sure what tescos minimum is.
