Yes, the HTC Hero was actually the first Android smartphone to support Flash. The Hero’s browser comes with Flash Lite version 3.1 and supports playback of SWF (ShockWave Flash) contents up to Flash 9 and ActionScript 2.0

Of course - it being Flash 9, it is to all intents and purposes useless; and the stuff that does work is so laggy you'll turn it straight off.
Additionally - the Hero with the stock ROM is itself a laggy nightmare, which you'll end up needing to root and change. Of course, when you do this - you'll not find a 2.2 ROM with Flash 9 support - and the CPU isn't suitable for Flash 10.
