Yes, afailk. The One X and One S I used both had locked bootloaders.

Really? My Sensation had a locked bootloader and I rooted it in a couple of hours (and most of that was just waiting for the damn ROM to download :p).

Same, I loved my sensation. Sold my one x because it was terrible. Getting an s3 next month.

Ditto - still got it and now it's on Jellybean MIUI - Oh how I laught at those people who have to upgrade their phones all the time :)
