How do I increase the phone memory, but not the SD card memory?

Hmm... given that the Wildfire S has only 512 MB storage built-in, I assume your built-in is getting full but your SD card is pretty empty. You can't make the phone memory bigger, but you can move some apps from the phone memory over to the SD card to free up space.

Menu -> Settings -> Applications -> Manage Applications -> Hit the app you want to move -> Move to SD card (underneath the Storage section, i.e. Total, Application, Data).

I ALREADY DO IT THE DOWNLOAD THAT SAVES ON MY PHONE MEMORY IS ONLY 40 MB AND I ALSO HAVE A 8GIGABYTES MICRO SD HOW COME THAT PHONE MEMORY ALWAYS APPEAR IN MY PHONE

Instructions are here. You will be able to move all apps to SD card. You can get drivers from respective sync software from phone manufacturer.
