If it's as proof of harassment to be sent to the Police, rather than put on Youtube to let everyone have a laugh - I can't see what the issue is.

You don't need to notify anyone if you are recording. All business conversations can be recorded depending on company policy and neither side will be notified.
I'm not sure what is the deal with personal cell phone conversation, but I doubt it's any different.

The issue of privacy comes up only if you make conversations public (as youtube example), if you need a recording for legal reasons it will not be disclosed to anyone outside police, layers, court, etc.
