When you're indoors, do location services on a smartphone use Wi-Fi, or are they constantly using data?

It depends on your phone, the OS and the settings and access you grant.
Generally speaking: yes, location services will utilise your network and WiFi - if available.
Data usage, however, is minimal. However: battery usage will increase big time if you have Location Services ticking away for no good reason. Unless you were kidnapped and need to find out where the incompetent thugs dumped you AND YOUR smartphone, then yes, eneable location services. If you use something like 'find my phone' then yes, turn them on.
Otherwise? NOPE. Off! It's all about surveillance, and marketing etc etc.... Which, you know: next point: "indoors"? The same goes for outdoors. IF you have Location ON, and WiFi active, LS will constantly scan for WiFi networks. Permanent battery drain.
