Can you use the internet on a smart phone without having a data plan?

Can I use it on wifi only? I'm always around wifi so would that save me on paying extra for data.

Yes you can but many phones will try and Synchronise based on the applications loaded (weather, news, emails etc) so make sure you enable 2g ONLY and then you won't get stuffed with data charges.
My Wife has a Galaxy S and asked o2 to BLOCK 3g at the network (as it was doing some strange synching I couldn't block). She has no data plan and relies solely on Wifi (mostly at home or Starbucks :)
