I've stumbled into the iPhone's "Restrictions" section. What would happen if I "restricted" Safari?

Whatever app you restrict, won't be useable.
Restrictions in iOS on iPhones and iPads enable you to curtail access to certain things - say, you wanna show someone your photos, but you don't want them to 'accidentally' look at your browsing history. Or you want your kids to play a game, but not access the appstore or iTunes to spend all your money... You can also 'restrict' the installation or deletion of apps etc etc...
