Yes, you can.
See if data usage can be blocked by carrier. If you are getting billed by amount of data you use there will be a big bill as most iPhone applications will try to use data services.
I can guarantee that disabling data connection in iPhone setting will not prevent all applications from using data. However, there are ways to disable data use on iPhone, but I cannot suggest any. Hopefully someone else can tell you how.

Note that by asking your carrier to disable 3g data you won't be able to send or receive MMS messages. These rely on the 3g carrier network. (at least they have in my experience).

Carrier is able to disable data service, but keep MMS messages or any other data functionality included in your plan (like specific free data services).
I thinking carrier would say that disabling data is not possible as it's a great way to generate revenue. Billing data in kilobyte increments generates a huge bill on smart phones. Carriers also aware that it's very difficult to completely turn off data using smart phone. Some app keeps getting through and using data service whether phone is roaming or not. It's happening to me all the time and I have to manually put wrong values into APN configuration.
