Does the iPhone 4 have the best touchscreen?

Do any Android phones have as good a touchscreen as the iPhone 4?

Pretty much all capacitive touchscreens are the same. What you mean I think is are any android phones as smooth as the iphone, yes, the Galaxy S2, it's hardware accelerated the same as the iphone and therefore is extremely smooth and responsive. I'd recommend going to a shop and trying different phones out though, to see what feels best for you.

Yep, as matt says. Personal perception and taste come into it, though. I, eg, find Samsung's icons and colour schemes a tad garish, so appearance wise the iPhone to me looks vaguely "better", but once you run, say, opera mini or seismic side by side on an iPhone and an SGSII there is hardly any noticeable difference.

Personal perception is what pretty much every phone purchase is made on, Jan's totally right. I mean, if people bought phones purely on specs then no one would own an iphone and way more people would have a Galaxy S2, but many other aspects such as price, brand loyalty, personal preference and just "the way it feels", also come into the purchasing decision.
