Yes, but keeps data only for 7 days.

iPhone does not really track you. It stores tower and WiFi information to upload to Apple location database. Right now it's not used for anything by Apple. Google Maps use this info to update their Maps locations. If phone knows location of towers you do not need GPS to get a position update. Same applies to WiFi.
