With the smaller dock connector, is the iPhone 5 expected to use the same charger as most other phones?

Nope, a new proprietary dock connector is expected. I guess its time to throw out all those accessories, docks and cables you have.

Partly true. The will be adaptors for at least some old accessories and docks, but yep - they didn't go with micro-USB... cheeky little sh*ts :p

Still not sure why they are allowed to flout the EUs universal charger idea.
Can be sure that new dock connector is incoming by the number of shops who've reduced dock prices lately.

Because they didn't have to sign on. It's a semi-voluntary scheme.

How stupid, it's a wonder that the rest went along then given how much they used to charge for erm chargers.
