Does the iPhone 5s camera have OIS to correct for shaky hands?

Not physical OIS, no. But all kinds of software trickery went into the iPhone 5s's camera design, to compensate for the lack of real OIS. The question is, how does it compare in real life to, say, the Lumia 1020? Win some, lose some - if you ask me. The Lumia's OIS is impressive. But: for snapshots the slight lag caused by OIS and the lack of adequate processing power and RAM means that the iPhone 5S can deliver that vital speed advantage in order to not miss THAT moment. If you carefully plan out every shot, then the Lumia wipes the floor with the iPhone 5S. But for speed and convenience the iPhone has a slight edge... imho.
