If I'm texting someone who has a Windows Phone, will smilies show up properly on their phone? I know some phones just show a little square where the smilie should be.

Well, it happens between ALL OSs - one does something that the other is only partly compatible with.
Or check out Twitter - some iOS Twitter apps deliver emoticons that the native Twitter app on iOS cannot render.
Most iPhone smilies will work just fine on WP, but some won't - and vice versa.
