Without connecting the iPhone to a PC? You can't... And God Bless, Apple...
There's an app in the AppStore called "Media Info by Uzys" that can. It opens your Gallery albums and shows you meta data of photos and videos (incl file size, frame rate, resolution etc)

PS: there are more apps like that, but that one I tried and it works on iOS 8.1
Oh, without a 3rd party app you can do this: turn your phone to airplane mode****. Start a new email and attach the video in question.
iOS will offer you a range of possible compression and show you the size... (****so you don't accidentally send it...)
