On your Yahoo Mail webpage in SETTINGS, click POP Forwarding (on the left settings pane); THERE you tick yes or no if you want to sync SPAM/JUNK.... Afterwards your Spam folder won't be greyed out anymore on your iPhone.

Okay, so I know this is an old post, but I wanted to leave this solution I found. After searching the Internet for hours, and discovering no solution I finally solved this issue. The problem has to do with the fact that your using the yahoo link when creating an email account on an apple device. So, you will want to create a generic account, or at the bottom choose "other" and then do the following.

1. Visit https://login.yahoo.com/account and sign in to your Yahoo account.
2. Look for "App passwords", and click "Generate password". Save this password because you will use it twice.
3. Use your app password to create your yahoo account.

Next you will want to use the following setting to access your account using imap.

Incoming Mail (IMAP) Server:

Server - imap.mail.yahoo.com
Port - 993
Requires SSL - Yes

Outgoing Mail (SMTP) Server:

Server - smtp.mail.yahoo.com
Port - 465 or 587
Requires SSL - Yes
Requires authentication - Yes

Your login info

Email address - Your full email address ([email protected])
Password - Your account's password
Requires authentication - Yes

There it is you will no longer have your bulk mail folder grayed out, and you can now move emails from your inbox to your bulk mail folder
