What if you have a 64GB iPhone and a16GB iPad? How does iTunes Match determine what goes on the iPad??

You choose.. It doesn't download anything unless you tell it to.
Imagine you have just bought an iPad but you're a iTunes Match subscriber. You log in with your Apple ID, turn on iTunes Match and you will see your entire music library (including playlists) ready for streaming. Tap on a song and it will stream.
Any tracks that haven't been downloaded have a little iCloud icon next to them. Tap that to download. Obviously this makes it available offline.
You can still transfer music the usual way from your computer to iOS.
