Locked bootloader?

What does it mean if an Android smartphone has a locked bootloader? Are you stuck with the manufacturer UI?

Bootloader is the part of the system that tells the phone what to load.
A locked bootloader will only allow loading of an approved OS.

So usually it means only the vendors version of OS is allowed, no CyanogenMod etc.
Although, there's almost always a way around a locked bootloader.
