Is a UK phone (Vodafone) only locked to other UK networks, or is it locked worldwide?

It will be locked to your network and the SIM you have in it. If you were aborad and ROMAING was enabled, you'd still have your sim and network paying for the calls/texts due to a roaming agreement. If you were to take your Vodafone SIM and inters a local network SIM, it wouldn't function as it's 'different'. The phone wouldn't even try to connect to any network as the SIM would be disabled in the phone. (other than for emergency calls of course)
