How long will it take for the text telling me my bbm is ready to use?

No idea - especially as you are not telling us what network you are on ![]()
Here in Ireland on Vodafone and O2 it takes about 1 minute.

Do they not have a tel-customer care for technical support? (sorry, we don't have Orange here)
Have you tried a FULL restart (with battery-pull)? Can you use the browser? The 2G/3G symbols in the topbar: are they in CAPITALS or lower-case?

Its has 3G on it and I rang them up at like 4 last night and its still not on and won't that delete everything

No, the battery-pull is the ONLY way to properly reboot a blackberry. The normal powerbutton doesn't really shut it down.
Some new settings will only activate after a battery-pull; and no: nothing gets deleted ![]()
So: it shows 3G with a capital "G"? on most networks A capital "G" means you're on Blackberry's network; a lower-case "g" means your're on your network's network... But again, we don't have Orange here.
I would call them again and again and again. There is zero justification for a 24 hour delay. They are essentially shutting you off for a minor adjustment on your account.
Again: all networks here in Ireland have you set-up either out-of-the-box or within a minute after ringing customer care. It's not rocket science. RIM certainly wouldn't approve of such a slack-as* approach to customer service.

Turn the phone off, take the battery out, put it back in again and turn the phone back on. Job done.
