Does a mobile network legally have to give you a PAC code if you ask for it, even if you're still technically under contract?

But (here in Ireland, at least) they don't give it to you if you owe money on your contract.
They also won't unlock you handset so you can use it on another network if you owe money or if you haven't spent a certain amount on prepay topup in the previous 6 months.
But regardless, you're free to switch.
